Could Florida Gulf Coast University Drowning Have Been Prevented?

Could Joel Johnson's Florida Gulf Coast University drowning have been prevented?  According to Craig Goldenfarb, West Palm Beach personal injury lawyer, the lack of the permit may not be the only problem.  Although the drowning occurred when the beach facility was officially closed, apparently access was not blocked, which allowed Johnson to use the lake for swimming.  Other questions remain open as well, and surely will be investigated, and FGCU's lack of awareness of even the need for a permit is disconcerting.
